In recent years, the fisheries sector of Democratic People’s Republic of Korea (DPRK) has
been active. This paper analyzes the factors behind the vitalization of the fisheries sector.
DPRK frequently use the phrase “Golden Sea” with regard to fishing. This phrase means
that the fisheries sector has become more important. Currently, the Korean People's Army
(KPA) plays a key role in the DPRK’s fisheries sector. Originally, the main purpose of KPA’s
fisheries sector was to solve the KPA’s food problem. Now, DPRK recognizes that the fisheries
sector has the potential to solve general food problems, beyond just the KPA. At the same
time, DPRK recognizes as the achievement of Kim Jong Un, and this is represented by the
phrase "Golden Sea."
Therefore, the attitude of emphasizing the fisheries sector will not change in the near
future. This can be seen from the fact that DPRK has begun to focus on shipbuilding. In fact,
some new ships are named "Golden Sea." In addition, D. P. R. Korea has begun to assert the
legitimacy of international law regarding fishing in Japan's Exclusive Economic Zone.
