This issue is linked to the owner's social\nisolation, economic hardship, and sometimes mental illness, demanding multi-agency\ncollaboration. Key responses include obtaining the owner's consent, animal retrieval,\nreproduction restriction, and ongoing monitoring; however, resource shortages and\nlegal limitations are major challenges. Its connection with mental illnesses and abuse\nmakes psychological support and effective therapies essential.\nPromoting 'animal welfare' and increasing public awareness are crucial to\naddressing this problem. The concept of 'One Welfare,' which integrates animal welfare\nwith human well-being, provides a valuable perspective for solutions.
