So far, the Japanese educational administration has decided on the introduction of early stage English instruction, making it a compulsory subject. Furthermore, the business world is demanding the use of TOEFL as a requirement for admission to or graduation from universities. The former reform places a greater weight on an accelerated improvement of English conversation ability, rather than on intercultural understanding.
