Ltd). Chinese steel companies have limited production activities in certain area due to the traditional steel industry location policy and decentralized enterprise management system. Self-contained industrial systems have been formed in each area. In Liaoning Province, in 1985, a small number of large steel enterprises and many small and medium-sized rolling enterprises coexisted. Large steel enterprises, such as Ansteel and Benxisteel(Benxi Iron & Steel Group Co. Ltd) accounted for more than 90% of pig iron and crude steel production and more than half of steel production. The products of the two enterprises are high-tech sheets that occupy more than 90% of the sheet production in Liaoning Province. On the other hand, a large number of rolling enterprises did not produce sheets, and mainly focused on low-technical steel bars. Because of the traditional steel industry location policy and the lack of rolling capacity, Ansteel needed to sell ingots, steel products and scrap to rolling enterprises.However, with the improvement in the rolling capacity since 1990 , a self-contained production system has been established in Ansteel.
