Ltd）. Chinese steel companies have\nlimited production activities in certain area due to the traditional steel industry location\npolicy and decentralized enterprise management system. Self-contained industrial systems\nhave been formed in each area.\nIn Liaoning Province, in 1985, a small number of large steel enterprises and many small\nand medium-sized rolling enterprises coexisted. Large steel enterprises, such as Ansteel and\nBenxisteel（Benxi Iron & Steel Group Co. Ltd） accounted for more than 90% of pig iron and\ncrude steel production and more than half of steel production. The products of the two\nenterprises are high-tech sheets that occupy more than 90% of the sheet production in\nLiaoning Province. On the other hand, a large number of rolling enterprises did not produce\nsheets, and mainly focused on low-technical steel bars.\nBecause of the traditional steel industry location policy and the lack of rolling capacity,\nAnsteel needed to sell ingots, steel products and scrap to rolling enterprises.However, with\nthe improvement in the rolling capacity since 1990 , a self-contained production system has\nbeen established in Ansteel.
